"North Chattanooga Site of new 'Choices' "- this was a program that was to focus on issues of concern to neighborhood organizations. "The purpose of the program expansion is to encourage more citizen involvement in resolving issues and setting goals, help organize neighborhoods, create new communication channels and increase neighborhood self-reliance".
