This black and white photograph is of three women viewing the flood of 1917 from a high point at 14th and College St.
The area they are viewing the flood from is residential with homes on both sides of the street the women are standing on. Tall buildings can be seen in the distance, and possible flood waters below the hill from which the photograph was taken, but the photograph is so light that anything is hard to define.
